Foosball has official rules governed by the International Table Soccer Federation ITSF. Most players have never read them.
The ITSF Rules
Serve: first serve goes to the player who wins a coin toss. After each goal the team that conceded serves. Spinning: rotating a rod more than 360 degrees is illegal. Time limits: 15 seconds to shoot on the forward rod, 10 seconds on any other rod. Match format: best of five sets each to five goals.
What Informal Play Looks Like
Most casual play uses three rules: no spinning, serve from the side hole, first to five. Everything else is ignored.
